FIVE HOURS IN FEAR

The weather bulletin from PAGASA announcing the entry of a super typhoon named “Emong” within the Philippine Area of Responsibility (PAR) that will hit mostly the provinces of Pangasinan, La Union, Ilocos Region and Benguet alerted the town’s chief to make early precautions. A call to mind of the disaster brought about by last year’s typhoon Cosme that destroyed hundreds of school buildings, houses and vast plantations and as determined by the news that Pangasinan will take most of the wrath of typhoon Emong, Mayor Kimi became seriously affected by the imminent upheaval so she immediately called for an emergency meeting with the Municipal Disaster Coordinating Council (MDCC) represented mostly by the different municipal offices heads, the Sanggunian Bayan, the PNP, the Department of Social Welfare and Development (DSWD), the Mayor and Congressman Mark O. Cojuangco’s staffs, the Fire Department, Municipal and District Engineers and with the main involvement of the Municipal Planning and Development Office (MPDO) to create rescue and monitoring committees to handle the approaching crisis. Several committees were formed and all were placed under the direct command of the town’s PNP Chief, PCI Rodolfo Castro, Jr. through the direction of the Mayor. They will be conducting a round-the-clock monitoring and surveillance of areas that are prone to destruction. During the meeting, all possible difficulties and remedies were discussed - immediate purchase of necessary gadgets, preparation of equipments, standby of rescue teams and vehicles were among the topics that were given full focus. Evacuation areas were also designated where schools and barangay halls will serve as temporary shelters for the victims

The whole town was divided into different sectors and each sector was manned by credible individuals. Former Municipal Councilor Keong Reyes was tasked to man Barangay Tara-tara, Camangaan and nearby barangays, the Mayor’s Executive Assistant, Mr. Inocencio G. Carganilla, was put into his care all barangays in the eastern part and Vice Mayor Bensaulozacheus L. Marinas took charge of all other barangays in the western areas. PCI Castro also convened all Barangay Captains representing the Barangay Disaster Coordinating Council (BDCC) to give orders and to disseminate the entire approved preventive and rescue strategies for “Operation Typhoon Emong” a day after the meeting.

May 7, 2009 – It was at four o’clock in the afternoon when typhoon Emong started to give warnings of his rage and fury. Full blast of strong winds with an estimated strength of 165 to 195 kph arrived an hour later with a thundering sound of a thousand hoofs as the Mayor labeled, bent trees to the ground in forced veneration of his momentary rule.

His rage dared no one to stand in his path. But after five hours in terror, typhoon Emong started to cease and immediately died away. Except for some minor reports, no alarming damages were recorded.

The Mayor who did not take a whole night rest except for some stunted naps that, often, disturbed by nightmarish accounts of the typhoons Cosme and Frank, showed in her office earlier than usual to gather all the data and reports related to the aftermath of typhoon Emong. She was relieved by the report that Sison was not hurt at all except the land erosion at Sitio Pilawan in Barangay Sagunto that poses a grave threat if not given immediate attention. “The pruning of the trees made a major role in preventing worse incidents that could have happened during the typhoon so let us continue with the project!” The Mayor said.
