The hard monsoon rains battering most parts of Luzon for days caused the upsurge of violent water currents in all rivers – destroying almost everything in its path. This did not spare the boasted Fifty Million Pesos worth mega dike structure in Poblacion Norte that was constructed by the Department of Public Works and Highways (DPWH) during the past administration and being funded by the then Speaker of the Lower House, Congressman Jose Venecia, Jr.
At near dusk, a resident happened to pass by the dike and was horrified to see that the mega structure is giving way and could collapse any moment. The gruesome sight goaded him to alert Punong Barangay Nelson Biason who immediately rushed to the dike site to ascertain the veracity of the report.
The grim circumstance situated the Acting Mayor, Hon. Bensaulozacheus L. Marinas and the entire Municipal Disaster Coordinating Council into a tight spot. An immediate resolution must be made because any delay imperils Barangay Amagbagan and Asan Sur of a catastrophic damage. Mr. Keong Reyes, SB Member Eric Biason and the Acting Mayor made the efforts in bringing to the scene the North Star Aggregates’ massive pay loader while Sanggunian Bayan Members Benson Aquino and Samson Murao took charge in warning the residents of the two barangays in the path of an imminent danger. Engineers from the Municipal Office and the District made an overnight monitoring of the dam reinforcement activity conducted by their men. The police also made a vigil in the area.
Most engineers who assessed the cause of the mega dike cave in said that there were irregularities in the course of the construction and one major contributor to its damage is the insufficiency of gabion wires that were installed – corroborating testimonies from residents that a lot were illegally sold to willing buyers.
Engr. Felix Ginez, Flood Control Division Head of the DPWH, also went to assess the situation of the mega dike structure. During the short conversation at the site with Atty. Jason Collado and Acting Mayor Marinas, he pledged two hundred pieces of gabion wires and one thousand liters of diesel fuel. This did not impress the 5th District Congressman, Hon. Mark O. Cojuangco, who has also been monitoring the temporary fortifications being put in. He charged that the renovation of the mega dike structure is the responsibility of the DPWH because it should be a national project. And besides, the Municipality of Sison does not have money for it! The Congressman added.
