The Department of Interior and Local Government (DILG) program, Seal of Good Housekeeping, is an act to recognize good governance implemented by the local government. It aims to develop the practice of good ascendancy towards a more sturdy and responsible local system of government in the country through the Seal of Good Housekeeping. Qualifiers are given incentives in the form of a Performance Challenge Fund (PCF) as a support fund to finance local development initiatives. Hopefuls to the program must pass a rigid assessment and validation to be made by a representative or representatives from a local civil society organization(s), provided that, no Provincial Focal Person, City Director, City Local Government Operations Officer or Municipal Local Government Operations Officer is allowed to assess his or her local government field station. DILG Memorandum Circular No. 2011-55 dated July 1, 2011 addressed to all provincial governors, city and municipal mayors, ARMM regional governor, and DILG regional directors with the subject, Seal of Good Housekeeping for Local Governments, CY 2011 Implementation, bears the DILG’s objectives, procedures on how a local government could qualify to the program and implementation.
The arduous efforts of the mayor, Atty. Mina Joy Pangasinan supported by the Sanggunian Bayan found its track to the office of DILG Secretary Jesse Robredo and subsequently gained nod.
Having no adverse estimation by the Commission On Audit (COA) on its financial statements and fully complied with the Full Disclosure Policy (transparency) on local budget and finances, the municipality of Sison passed the Seal of Good Housekeeping and given access to the Performance Challenge Fund, thus, awarded the amount of Eight Hundred Thousand Pesos (Php 800,000.00) to support its development initiatives that are in conformity with the government’s goals.
The mayor and the sanggunian bayan recommended for the electrification of Sitio Pilaoan in barangay Sagunto as per the Local Government Support Fund Application Cover Sheet submitted to the DILG office where the PCF is allocated.
