The delayed release of the forty percent remuneration share of the Department of Labor and Employment (DOLE) for the Special Program for the Employment of Students (SPES) triggered dismay among all those who were admitted into the program in December, 2011. The sixty percent share of the Local Government Unit (LGU) of Sison, as per contract, was released to the students as scheduled. However, the inadvertent failure of the DOLE office in Rosales, Pangasinan to comply with their end left Mayor Mina Joy Pangasinan and the Public Employment Services Officer (PESO), Ms. Joy Julaton, in a compromising position of having to explain to the students who were understandably exasperated for not getting their full compensation.
The mayor explained that the delay in payment was due to a change of leadership in the hierarchy of the Department of Labor and Employment (DOLE), Regional Office 1 in San Fernando, La Union. Ms. Grace Ursua was recently installed as the new Regional Director in place of Dir. John Henry Jalbuena who was assigned to a new post. This caused the unintentional delay of the signing and release of the checks.
The second batch of the Special Program for the Employment of Students (SPES) of Sison finally received their recompense from the DOLE on March 20, 2012. They were immediately informed and summoned by Ms. Julaton as soon as the checks were delivered and it did not take long when the recipients arrived almost simultaneously at the Mayor’s Office; and this time, all trace of disappointment gone from their faces, replaced by contagious smiles.
