April 20, 2008 – The mere belief of the arrival of grim-faced team with thick eyeglasses and senior citizen professor that will come from the finest university in the country made every examinee’s adrenaline go a bit over the normal level.
At exactly eight o’clock in the morning, the anxious two hundred forty two examinees were flabbergasted to see their smiling examiners and proctors from the University of the Philippines in Diliman, Quezon City, a lot younger than most of them, as they marched to their assigned rooms – a sight that toned down the discomfort that engulfed the participants days prior to the assessment.
In a resolution submitted by the Congressman, Hon. Mark O. Cojuangco, dated March 6, 2008, with the full collaboration of the Local Government of Sison, Pangasinan, under the leadership of the Mayor, Hon. Kimi S. Cojuangco, it cited the alarming degradation and deterioration of Philippine education despite the reforms set by the Department of Education (DepEd) for both the elementary and secondary schools as per report of the Congressional Commission on Education. Quoted, “Foremost among the litany of weaknesses plaguing the public education system is: The poor quality of teachers at present time.”
In his bid to formulate a solution to the predicament, the Honorable Congressman committed to subsidize the Educators’ Skills Assessment and Evaluation Program to be conducted by University of the Philippines professors under the management and supervision of Dr. Leticia Penano – Ho, Dean of the College of Education, chargeable against his Priority Development Assistance Fund (PDAF). Quoted, “The primordial objectives of this program are to determine the teaching skills of local teachers, identify their level of competency and performance, as well as to find out their weaknesses and strengths.”
In an exclusive interview with Dr. Leticia Penano – Ho, she said that the assessment program of the Honorable Congressman will not make an overnight solution to the deteriorating quality of education in Sison, as well as in the Philippines, but an ajar to enormous possibilities.
Asked about the grumble of the examinees that they were not given due time to finish each phase of the exam, “Yes, the time allotted to them is short and we expected that verbalization of discomfort, but the bright and intelligent can do it,” the dean quipped.
Two long months of waiting and ceaseless praying finally came to a halt. The result was released by the Office of the Dean of College of Education of the University of the Philippines through the Office of the Honorable Congrtessman, mark O. Cojuangco, and Mayor Kimi. Both were out of town for some very urgent commitments but they do not wan to hold the announcement in abeyance so the Honorable Mayor sought the immediate assistance of the 5th District Board Member, Honorable Danilo C. Uy, together with the Acting Mayor, Hon. Bensaulozacheus L. Marinas and the Committe Chairman on Education, Clr. Dominador C. Padua, to facilitate the release of the names of those who were qualified.
On June 23, 2008, the Local School Board (LSB) and new applicant examinees were gathered at the Sha-La Hall along with the different school heads led by the Acting District Supervisor, Dr. Eliza O. Rosino. Permanent teacher examinees were not included in the invitation because their current positions remain unaffected. The Local School board teachers are those that are already teaching but are not yet permanent and are being compensated through the Municipal Local School Board.
Restrained but gripped with apprehensions, the examinees awaited for the outcome that did not take long. BM Daniloi C. Uy was given both the gavel and the axe. Out of the ninety seven LSB and new applicant teacher examinees, the top twenty will immediately qualify for permanency and the next thirty will also qualify under the regulation of the Municipal Local School Board. Listed below are the names of qualifiers in rank orders but are still subjected for endorsement to the Office of the Division Superintendent:
